His actions reportedly caused another driver to swerve, landing in a head-on collision that resulted in the death of 78-year-old Herman Hall, a former Marine.
An arrest warrant had been issued for Lacy, with charges including negligent homicide, felony hit-and-run, and reckless operation of a vehicle.
